You would not be allowed to sell your modified version, it would have to remain GPL. However if you wanted to get going on your own design, there is Nimbus Sans L which is essentially a GPL clone of Helvetica created by a well-known foundry, URW++. Designed by Christian Schwartz in 2011 and Max Miedinger in 1957. That would violate an End User License Agreement.
